Executive Summary
David Anderson has over 37 years of experience in Oil and Gas and 15 years of construction and operational leadership in LNG liquefaction projects in the United States, South America, and Asian theaters. David has been an integral part of successfully guiding the complexity and intricacies of construction, commissioning, start-up, and operation of 7 LNG trains and regularly consults on these areas. Early Career
David began his professional career as a medic in the United States Air Force and then cross-trained into a materials specialist, emphasizing nondestructive testing. After four years of military service, David graduated as a commercial diver from the College of Oceaneering in Los Angeles, California. Working briefly in the offshore industry, David turned his attention to the downstream sector in oil and gas. The early 1990s was transformational with the promulgation of Process Safety Management. David was intrigued by the new PSM rule and became an understudy of regulatory affairs and compliance. After 22 years working in refineries, chemical plants, pharmaceuticals, and pipelines, David moved into the emerging LNG industry.
LNG
David was part of the engineering leadership team that achieved the “on-time, on budget” construction and operation of the first LNG export facility in South America (Peru LNG). David continued his LNG journey for Shell in Sakhalin, Russia, before returning to the U.S. to join Cheniere as the Corporate Manager of Asset Integrity Management and Reliability for condition monitoring of operating assets.
Academia
David holds a Master of Jurisprudence in Energy, Oil & Gas Law from Texas A&M, a Master of Business Administration, and a Bachelor of Science in Industrial Technology and Engineering Management from the University of Texas. David also holds an Associate of Science in Mechanical Engineering from Lone Star College and an Associate of Science in Marine Technology from National University. In addition, David holds API 510 Pressure Vessel Inspector, API 570 Piping Inspector, and 653 Aboveground Storage Tank Inspector certifications. Additionally, David is an AWS Certified Welding Inspector. He is a lifetime-certified Commercial Diver with a specialty in underwater nondestructive testing.
Trade Associations
David is an active committee member for the NFPA 59A Technical Committee, the API Midstream Committee, and several API subcommittees for standards development and inspector certifications. David has been actively involved in the research, development, and modernization of LNG industry regulations, working closely with federal regulators and congressional policymakers.
